FTC SATCOM Expansion - Department of Navy, Space and Naval Warfare Center (SPAWAR)

SPAWAR's mission is to provide the Warfighter with knowledge superiority by developing, delivering, and maintaining effective, capable and integrated command, control, communications, computer, intelligence and surveillance systems. For this project, PEMCCO provided engineering design, Equipment Facility Requirements (EFR) and Installation Design Plans (IDP) development for SATCOM systems for the Fleet Training Center Atlantic at the Norfolk Naval Base using Computer-Aided Design and Engineering (CAD/E) tools and techniques. PEMCCO interfaced with SPAWAR Systems Center, Charleston personnel to determine the classroom location of the WSC-6(V) 7, WSC-6(V) 5, WSC-6(V) 9, and WSC-8(V) 2 hardware components. PEMCCO also surveyed the classroom to determine optimal location and engineering requirements. Design and integration analysis were performed on power, HVAC and structural load conditions to meet the requirements of each hardware component. Arrangements of classroom facilities were developed by PEMCCO. This particular design required the running of cable from the roof antennas to the classroom, and PEMCCO also provided the development of rack systems required to operate the network. PEMCCO developed EFR Plans, IDPs, and Bill of Materials (BOM) development for each of the WSC-6(V) 7, WSC-6(V) 5, WSC-6(V) 9, and WSC-8(V) 2 hardware components. The EFR takes into account general information and training program data, facility data, major milestones, engineering site survey data, installation data, actions and or decisions required, points of contact, references and other data required or requested to be included in the plan.

Integrated Voice Network (IVN) Design/Support - Department of Navy, Space and Naval Warfare Center (SPAWAR)

SPAWAR's mission is to provide the Warfighter with knowledge superiority by developing, delivering, and maintaining effective, capable and integrated command, control, communications, computer, intelligence and surveillance systems. For this project PEMCCO supported the Communication Systems Department, which provides innovative systems engineering and integration expertise for communication and information transfer systems across the frequency spectrum and around the globe. This department's expertise is aligned to engineer, implement, and support telecommunications and switched networks, integrated networks and network management systems, tactical and expeditionary communications, satellite systems, advanced technology communication systems development, and network applications, services and operations. PEMCCO provided technical and engineering services to support the In-Service Engineering Activity responsibilities for the LHD-8 Integrated Voice Network (IVN) design including System Design, Interface Design, and Component Analysis. We also provided support for LHD-8 IVN system design: power system, control/network system, IVN center configuration/intercenter trunking, ancillary equipment, and user terminals; LHD-8 IVN interface design: Off-ship communications, EXCOM (black/red) communications, public announcing (1MC) interface, sound power, IT-21 (VoIP); component analysis comprised of reviewing data sheets, white paper development, proof-of-concept testing, and failure analysis reporting; and identifying system component's electrical and mechanical requirements, researching and evaluating component technical specifications, accomplish component bench testing, assess and report testing results.

WAN/LAN Bandwidth Study - Hampton Roads Transit Authority (HRT)

Hampton Roads Transit was formed in 1999 through a merger of Tidewater Regional Transit and the Peninsula Transportation District. HRT provides inter-modal transportation services in the Norfolk, Hampton, Newport News, Virginia Beach, Suffolk, Chesapeake, and Portsmouth areas to a population of 1.5 million people. For this contract, PEMCCO placed servers on switches connected by matrix ports, configured 3Com SuperStack switches to use the matrix port which allowed data to flow at 1 Gbps between the switches by Cisco routers, provided research help in selection of equipment, installation of equipment, including running of cable, collected network layout information to include but not limited to: Protocol(s) used, IP subnet information, Cisco router protocol information, enterprise applications, installed one network remote monitoring computer with Sniffer network monitoring software, investigated methods for upgrading the "Backbone" between the "Northside" facilities and the "Southside" facilities. Reviewed/Researched and provided technical input including cost/benefit analysis and implementing GIG-E and OC-3 transport backbone to the current LAN/WAN infrastructure.

Navy Public Works Center Support - Department of Navy, Public Works Center, Norfolk (PWC)

The Navy Public Works Center's mission is to provide facilities engineering support to the Navy, the Marine Corps, and others as assigned. They are the Navy's facilities engineering professionals, committed to Navy and Marine Corps combat readiness, and they serve the Navy and Marine Corps team, Unified Commanders, and Department of Defense agencies. For this project, PEMCCO managed and coordinated the development, installation, and maintenance of Automated Data Processing equipment at various Navy Public Works Center locations to include Naval Operations Base, Norfolk Naval Shipyard, Mechanicsburg, Philadelphia, PA, and some locations overseas. We managed the initial installation of all network hardware, cabling, and interfaces to existing equipment. We installed, maintained, and upgraded all operating system, workflow management, trouble ticketing and network management software applications, including Windows 9x, NT, Unix, Maximo, Remedy, Citrix Metaframe. We provided troubleshooting and emergency service assistance to network administrators, individual users, and other associated persons regarding network problems. We performed LAN Administration and Help Desk services to Navy Public Works Center, which includes system installs, configuration and maintenance on numerous workstations, remote users, and ensures connectivity.

VDOT Smart Traffic Management System - Virginia Department of Transportation (VDOT)/Viasys

Virginia's transportation system is a vital element in the state's economy, providing the safe and efficient movement of people and products throughout the area. The Virginia Department of Transportation (VDOT) is responsible for building, maintaining and operating the state's roads, bridges and tunnels. As a subcontractor to Viasys Corporation, PEMCCO provides system integration and installation services to the VDOT's Smart Traffic Management System, Phase III. This includes the installation of communication system cabinets; complete system wiring for video and variable message signs (VMS) and other data information systems over an OC-48 system backbone, down to Ethernet connectivity to edge devices. This also includes placing 5, 7.5, and 10 kva transformers for power connectivity to communication cabinets, placing servers and switches connected by matrix ports into communication cabinets, configure switches and provide research as necessary. PEMCCO performs equipment installation, including running of cable, collect network layout information to include but not limited to: Protocol(s) used, IP subnet information.

Training Developers Middle Managers Course (TDMMC) Support - U.S. Army/Computer Sciences Corporation (CSC)

CSC has been contracted to revise the TDMMC for the Deputy chief of Staff for Operations Training at the US Army Training and Doctrine Command at Ft. Eustis. The TDMMC is an intermediate level course that provides students with the skills, knowledge, and abilities to supervise the development of training and the production of training materials, in accordance with the Systems Approach to Training. As a subcontractor to CSC, PEMCCO, Inc. provides Computer Graphics Services using COTS applications such as Macromedia Flash, and Photoshop. PEMCCO designs and develops graphics as required to be integrated into Interactive Multimedia Instruction (IMI) lessons, Web-based instruction and Video-Teletraining. Using the latest versions of Macromedia Flash, Photoshop, and a variety of other graphic and photo manipulating tools, we design, develop, and implement graphic designs.

Sharable Content Reference Model (SCORM) Implementation - U.S. Army/Computer Sciences Corporation (CSC)

The Department of Defense (DoD) established the Advanced Distributed Learning (ADL) initiative in 1997 to develop a DoD-wide strategy for using learning and information technologies to modernize education and training and to promote cooperation between government, academia and business to develop e-learning standardization. The Distance Learning (DL) Program requires SCORM technical support for the development of testing guidance, courseware development guidance and automation products. As a subcontractor to CSC, PEMCCO provides Distributed Learning technical support, software design and applications to: update the SCORM viewer program, develop a de-aggregator program, develop a software application that displays information for the SCORM and instructional testers in an easy to read format, and develop an APIWrapper.js application that puts a software wrapper around SCORM 1.2 Courseware that translates the SCORM 1.2 commands and data model to the SCORM 1.3 commands and data model.

CCTV Installation - Virginia Port Authority

The Port of Virginia is the second largest container and general cargo terminal on the East Coast. The Port's close location to 11 major military installations operated by the U.S. Navy, Air Force, Army and Coast Guard in Hampton Roads (including the largest Naval Base in the world), and its location in a urban area with a population of 1.5 million, makes the Port a prime target for potential terrorist attacks using "Weapons of Mass Destruction". Installation of modern surveillance systems assists security guards and police in deterring, detecting, recording, and responding unauthorized entry. As a subcontractor to Zel-Technologies/L-3 Communications, PEMCCO performed installation of CCTV camera surveillance equipment, Motorola Canopies, and GPS equipment at various locations on each of the three terminals in Hampton Roads including; Norfolk International Terminal, Portsmouth Marine Terminal, and Newport News Marine Terminal. We installed perimeter lighting to improve night CCTV surveillance, and fiber optic cables to transmit images from the surveillance equipment to the proposed control center. Additionally, PEMCCO, Inc., performed installation, and integration of Power System, Cluster Management Modules/Access Points, and Solar Panel Arrays, to ensure reliable data transmission, via microwave, to remote control and monitoring stations.

Trolley Installation - Hampton Roads Transit Authority

Hampton Roads Transit was formed in 1999 through a merger of Tidewater Regional Transit and the Peninsula Transportation District. HRT provides inter-modal transportation services in the Norfolk, Hampton, Newport News, Virginia Beach, Suffolk, Chesapeake, and Portsmouth areas to a population of 1.5 million people. HRT selected INIT to provide a CAD/AVL solution employing Headway Management and GPRS for data communication to support the HRT summer trolley service, "The Virginia Beach Wave", along the Oceanfront area of the City of Virginia Beach. The Virginia Beach Wave operates in a continuous loop pattern with trolley stops located mid-block every other block for a total of 40 stops. As a subcontractor to INIT, PEMCCO performed integration and installation support services to Hampton Roads Transit, for a Computer Aided Dispatch/Automated Vehicle Locator (CAD/AVL) system. Additional equipment that was integrated and installed during this project were COPILOT, GPS and GPRS equipment Mobile Data Terminal (MDT), and an 802.11b Wireless LAN for software up and download.

US Navy NMCI Network Management Services - NMCI/EDS

On October 6, 2000, the Department of the Navy awarded EDS the largest information technology contract in the history of the federal government. Navy Marine Corps Intranet (NMCI) is a Department of the Navy program that will deliver comprehensive, end-to-end information services enterprise-wide to the United States Navy and United States Marine Corps through a common computing and communications environment. This environment will enhance system and software interoperability and enhance information exchange capability for garrisoned and deployed forces as well as individual users. As a subcontractor to EDS, PEMCCO provides customer service support. Our customer service support includes providing prompt and accurate VIP technical support ensuring the highest level of customer satisfaction and adherence to Service Level Agreements; desk-side Windows 2000 workstation support in a networked office environment to include MS Office and Outlook configuration and troubleshooting support; software installation and configuration support; new user set up, printer and network file share configuration and troubleshooting; peripheral installation, configuration and troubleshooting; computer and user moves, adds, and changes; operating system and base software installation.

US Navy NMCI Network Transition Support - NMCI/EDS

On October 6, 2000, the Department of the Navy awarded EDS the largest information technology contract in the history of the federal government. As a subcontractor to EDS, PEMCCO provides site/data analyst support. Our site/data analyst support includes conceptualizing, designing, constructing, testing, implementing, and optimizing basic infrastructure systems that enable and support business and/or engineering/manufacturing functions. We interact with the customer and the NMCI team to gain an understanding of the business environment, technical context and organizational strategic direction. Our support also includes defining the scope, plans and deliverables for assigned projects; collecting, identifying, defining, and organizing detailed user requirements; confirming and prioritizing project plans and deliverables with the customer; conceptualizing, constructing, testing, and implementing integrated network, hardware and software solutions, distributed computing solutions, and/or physical and logical communications networks for the customer and NMCI.

St. Louis Operational Support Team (OST) - Defense Information Systems Agency (DISA)

The DECC Mech, a suborganization of Defense Information Systems Agency Western Hemisphere (DISA WESTHEM), provides centralized information system processing services to a diverse and geographically dispersed customer base drawn from Department of Defense (DOD) Agencies, including: the Joint Commands; all Military Departments; and, other governmental agencies which may obtain services on a reimbursable funding basis. PEMCCO's objective for this project is to provide support to DISA in the planning and delivery of information technology services, including installation, configuration, troubleshooting, customer assistance, and training, in response to internal and external customer requirements. PEMCCO applies comprehensive knowledge and skill in providing customer support concepts and methods. We accomplish our objective by providing specific services such as Application Implementation, Training and Documentation, Operations Support, and Technical Analysis.

Academy Management System (AMS) - United States Military Academy (USMA)

USMA's mission is to educate, train, and inspire the Corps of Cadets so that each graduate is a commissioned leader of character committed to the values of Duty, Honor, Country; professional growth throughout a career as an officer in the United States Army; and a lifetime of selfless service to the nation. The Academy Management System is comprised of the servers, database management system, commercial software and customer software that support the daily operations of the Academy. Major Activity Directorates (MADs), roughly equivalent to major business areas, consist of the Director of Admissions (DAD), Office of the Dean (OD), United States Corps of Cadets (USCC), Chief of Staff (CoS), Chief Information Officer (CIO) , Office of Intercollegiate Athletics (ODIA) and the United States Military Academy Preparatory School (USMAPS). PEMCCO provides qualified personnel, materials, technical data, and services associated with the design, development, testing, documentation, integration, deployment, and quality assurance in support of the Cadet Illness and Injury Tracking System. We also support the development of the Cadet Illness and Injury Tracking System and the integration of the new module into the existing AMS. This includes, but is not limited to conducting conceptual analyses, requirement gathering, design, data modeling, process modeling, programming, testing, debugging, deployment, and documenting in accordance with appropriate Software Engineering Branch standards, policies and industry best practices.

Logistics Support - Air and Space Expeditionary Force Center

The Air and Space Expeditionary Force Center is a direct reporting unit to Air Combat Command at Langley Air Force Base, Va. The center serves as the premier agency for implementing the Air Force's Air and Space Expeditionary Force concept. The Air and Space Expeditionary Operations (AEO) Division provides integration of all air and space assets dedicated to contingency operations in worldwide support of combatant commander requirements. The division assists flying units and their direct support personnel with tools and information that aid in planning for deployment and operations across the spectrum from humanitarian assistance to major regional conflicts. PEMCCO provides operational analysis to the AEFC Commander and staffs to enable better decision-making and planning. We also review, analyze, and highlight TPFDD, DRMD and contingency planning issues for resolution; maintain visibility over force requirement changes and ensure they are supportable; and coordinate concerns or disconnects between the force provider and the supported air component staff agency.

GPS Installation - Virginia International Terminals

The Virginia International Terminals, Inc. was established in 1982 as a result of the movement towards unification of the Ports of Hampton Roads. The Port Terminal Operations in its quest to better utilize resources began researching ways to improve their yard container accuracy, deploy systems that track assets, and deploy a "bridge" and container location management system. To satisfy this need, PEMCCO is installing and integrating a GPS-based solution utilized by Port Management to effectively track the management of containers as containers enter and exit the terminal and as they pass through transfer zones. This equipment will optimize operations, improve scheduling and reduce costs associated with finite resources such as: manpower, fuel, vehicle maintenance, and repair. The overall benefit to VIT will result in more efficient terminal operations by increasing the ability to better identify and manage terminal containers, and other shipping assets.

Procure and Install Equipment for Rail Services Facility Maintenance and Overhaul Facility - Metropolitan Atlanta Rapid Transit Authority

For the Metropolitan Atlanta Rapid Transit Authority, PEMCCO outfits and installs testing equipment for the Maintenance and Overhaul Facility. We also install the cabling, and electrical and power circuits for the necessary equipment. This equipment includes grinders, drill presses, lathes, welders, welding fume exhauster, saws, workbenches, vises, tool storage systems, cabinet lockers, lift tables, material handling equipment (such as forklifts, and pallet trucks), bearing heaters, refrigerant reclaim systems, battery chargers, floor scales, and balancing machines.
