Contract Vehicles
PEMCCO has a variety of contract vehicles available for your company to do business with us. Our vehicles are as follows:
8(a) STARS Government Wide Acquisition Contract
Scope: The latest GSA contract vehicle is designed to promote small business utilization when purchasing technology solutions for the federal government. The PEMCCO 8(a) STARS is a multiple award, indefinite delivery, indefinite quantity (ID/IQ) contract vehicle. STARS is easy to use with a short procurement lead time and low user fee. PEMCCO has been selected for award in the four of the eight contract functional areas.

Scope: In
2002, the Chief of Naval Operations (CNO)
promulgated Seapower 21. Seapower
21 provides a framework to align, organize and
integrate the U.S. Navy to meet the wide variety
of challenges that lie ahead. The CNO
called upon the entire Navy to find ways to become
more efficient and effective. To meet Seapower
21 objectives and to increase efficiency, the
NAVSEA Warfare Centers established the Seaport
Enhanced (SeaPort-e) Multiple Award Contract (MAC)
vehicle, using a web-based, e-business procurement
Portal, to facilitate performance-based service
acquisitions, leverage buying power, improve
business intelligence and reduce cycle time.
Government Wide Commercial Purchase Card
Scope: This card is the primary method of purchase for over-the-counter or telephone/electronic purchases when the supplies or services are immediately available. This card may also be used to pay for orders against established contracts and agreements, if authorized by the terms of the contract or agreement, up to the simplified acquisition threshold.
GSA Schedule 70 GS-35F-0081U
Scope: The GSA contract vehicle is designed to assist federal government agencies with their procurement of IT products, services, and solutions as needed to meet their agency IT missions. The PEMCCO GSA Schedule 70 is a multiple award schedule. The IT Schedule allows for choice, flexibility, ease of use, and access to quality businesses. PEMCCO has been selected for award in October 2007.
GSA Millennia Lite 4 GS07T-00-BGD-0063
Scope: This contract manages and coordinates the development of Information Technology equipment to be used at a variety of geographically dispersed locations. It also involves the development, standards, administration, acquisition and configuration management, and security and risk management of computer network and telecommunications equipment.
Army Distributed Learning Education and Training Products (DLEPT) W911S0-06-D-0004
Scope: The Army contract vehicle is designed to assist the Training and Doctrine Command (TRADOC) Centers and other Army Agencies with their education-training products as needed to meet their agency missions. This vehicle is an Indefinite Delivery Indefinite Quantity (IDIQ).
CAAS III FA4890-07-D-0002
Scope: The Contracted Advisory & Assistance Services (CAAS) contract vehicle is designed to provide broad technical and analytical tools, to support and improve policy development, management and administration, and to improve the operation of systems in support of the federal government to accomplish it's mission.

Scope: This SPAWAR contract vehicle is designed to identify and to provide engineering services that support the Networks and Information Systems Division in various existing systems/programs to include the Naval European Meteorology and Oceanography Center (NEMOC) Computer Systems and Network Administration, Local Area Network (LAN), electronic warfare systems, and integration and installation.
U.S. Army Information Technology Enterprise Solutions (ITES-2S) W91QUZ-06-D-0018
Scope: This Army contract vehicle is designed to assist the federal government in the following areas of engineering and program services geared towards information systems security; information assurance; information technology services; enterprise design, integration, and consolidation; education and training; program/project management; systems operation and maintenance; and network support.
VDOT Central Office Systems Operations /ITS/ On Call Servics 105-CS
Scope: Provide high-level business, management and technical expertise in system operations, ITS, traffic engineering and safety and provide related staff augmentation services to the Virginia Department of Transportation (VDOT).
